: (1) Unranked posts of the Armed Police Force shall have the following levels:-
(a) First level
(b) Secondary
(c) Tertiary
(d) Fourth level
(e) Fifth Level
(2) The first level of armed police personnel who will be initially appointed in unranked posts will be maintained.
(3) The authority of the unranked employee shall upgrade as follows:-
(a) Second level to those with five years or more but less than ten years of service,
(b) Tertiary level for those with ten years or more but less than fifteen years of service,
(c) The fourth level for those with a service period of fifteen years or more but less than twenty years.
(d) Fifth level for those with twenty years or more of service.
(4) Notwithstanding anything contained in sub-rule (3), no rank-and-file armed police personnel shall be promoted during the following periods:-
(a) In case of suspension of salary increment during the period of suspension,
(b) up to one year from the date of receipt of the notice,
(c) Up to one year from the date of reduction in salary increment,
(d) In case of reduction in the initial scale of payment, up to one year from the date of such reduction.
(5) The salary scale according to sub-section (1) shall be as prescribed by the Government of Nepal.
